Well, kind of.
This ad comes from A Comic Shop, located in Florida. A Comic Shop is known to pair up with DC comics for a lot of their advertising, and thus gets ads that are very different. This mash up of Cyborg and Barack Obama is one such ad.
Even stranger is the deal that they are offering. “trade in any volume 1 manga and get a new DC #1 in exchange.” There are many questions in this. Does it have to be volume 1? What if I have a random volume 27 of One Piece. Can I trade that one in? Also, which DC comic is going to be handed out? Hey kid, thanks for your Pokemon manga, now check out Harley Quinn getting fucked. Gotta catch ’em balls.
